The Board of Directors of the Intelligent Transportation Society of America (ITS America) announced the appointment of Scott F. Belcher as president and CEO, effective Sept. 10, 2007.  

Belcher brings to ITS America more than 20 years of private and public sector experience in Washington, DC. He previously served as executive vice president and general counsel at the National Academy of Public Administration. Prior to that role, he was the managing director for environmental affairs and associate general counsel at the Air Transport Association and vice president for property management at the National Multi-Housing Association.  

Belcher holds a Juris Doctor from the University of Virginia, a Master’s in Public Policy from Georgetown University, and a Bachelor’s of Arts from the University of Redlands.
