METRO’s People Movement highlights the latest leadership appointments, promotions, and personnel changes across the public transit, motorcoach, and mobility industries.
In this edition, we spotlight recent personnel moves at New Orleans RTA, PATH, STV, and more, highlighting the people taking on new roles across the transportation industry.
New Orleans RTA Augustine III as Next CEO
The New Orleans Regional Transit Authority (RTA) board selected Justin Augustine III as the agency's next CEO.
He will soon lead the agency and oversee RTA's bus, streetcar, paratransit, and ferry services, as well as the agency's ongoing investments and strategic initiatives.
The selection follows a national search conducted by the RTA board and sets the agency's leadership direction as it continues providing safe, reliable, and accessible public transportation throughout the New Orleans region, officials said. Augustine will lead efforts to strengthen daily service delivery, improve the rider experience, modernize infrastructure, and support a culture of accountability and collaboration across the organization.
With more than 40 years of public transit leadership experience, Augustine has led multimodal transit systems in the US and internationally. He previously served as RTA CEO and held senior executive roles overseeing bus, rail, paratransit, and mobility operations. His career includes leadership roles with major transit agencies and private-sector transportation providers, as well as significant contributions to recovering and rebuilding New Orleans transit service after Hurricane Katrina.
PATH Rail System Announces Retirement, New Appointments
The Port Authority of New York and New Jersey announced that PATH Director/GM Clarelle DeGraffe is retiring after more than 37 years with the agency, including the last seven years leading the PATH rail transit system.
Under her leadership, PATH earned the American Public Transportation Association (APTA)’s highest honor in 2022: the Outstanding Public Transportation System Achievement Award for railroads with more than 20 million riders annually.
Long-time NJ TRANSIT (NJT) executive James Sincaglia succeeds DeGraffe as director, alongside Matthew Reddell, a rail operations executive formerly with Bay Area Rapid Transit (BART) in northern California, who has been appointed deputy director for infrastructure maintenance and rolling stock delivery.
Sincaglia and Reddell join Zandra Ford, who was appointed in June 2026 as deputy director for operations, as part of the organization’s new senior management team. DeGraffe will help transition PATH’s new leadership team until her retirement, effective at the end of 2026.
The new PATH leadership team will be running a railroad that has undergone transformative change since DeGraffe was appointed director and GM in March 2019 and during her tenure as PATH deputy director from 2015 to 2019.
Sincaglia most recently served as NJT’s senior vice president and general manager of rail operations, his last stop during nearly three decades with NJT. He joined NJT’s bus division in 1996 before beginning his rail operations career as a train dispatcher. Later, he moved into a top management role at the NJT rail operations center, where he served as supervisor of train operations before becoming manager of train operations and then senior director of system operations.
San Joaquin RTD Announces Appointment of John Van Camp as COO
Stockton, California’s San Joaquin Regional Transit District (RTD) appointed John Van Camp as its permanent Chief Operating Officer (COO).
Van Camp, a highly respected member of the RTD leadership team, brings more than two decades of experience in maintenance operations, fleet management, organizational leadership, and public transportation services to his new role.
He previously served as RTD's Maintenance Superintendent before being appointed Acting COO. The agency said his appointment as permanent COO reflects its confidence in his leadership, operational expertise, institutional knowledge, and continued commitment to the agency's mission.
In his new position, Van Camp will provide executive leadership and oversight of RTD's Maintenance, Facilities, and Transportation departments. He will strengthen operational performance, promote safety and accountability, improve service reliability, and ensure the efficient delivery of public transportation services throughout San Joaquin County.

Montgomery brings decades of transportation infrastructure experience in Georgia, including extensive leadership in project management, design, procurement, and construction for major Georgia Department of Transportation projects. He has served on both the owner and contractor sides of alternative delivery, giving him a broad perspective on successful project development and delivery.
