Quebec has eased economic regulatory controls on charter buses to aid the region with the coach shortage during the busy fall season according to the American Bus Association (ABA). From September 1, to October 31, 2002, the usual regulatory controls on charter/tour coaches servicing international airports, as well as the ports of Quebec and Montreal, are eased for these carriers only: Carriers that hold a license from the province of Quebec for charter transportation services in Quebec. Out-of-province carriers that hold a license issued by Quebec for charter services in Quebec. Licensed Quebec carriers that choose to augment their fleets by hiring out-of-province carriers that do not hold a Quebec charter license. In the latter case, the out-of-province (subcontracted) carrier is exempt from having to obtain Quebec license plates, but is still subject to Quebec's Heavy Vehicle Operator Registration, said the ABA.
