WASHINGTON, D.C. — An AP report says that Congress is “defying expectations” and trying to get a federal transportation bill completed by the end of June when the government's authority to spend highway trust fund money expires, despite U.S. Transportation Secretary Ray LaHood’s belief that a bill won’t be completed until after the November elections.
