California's FAST Scales Partnership with Routing Company
Since launching its partnership with TRC in mid-2023, FAST has moved over 35,000 passengers, demonstrating the rapid success of its service model.

As part of the expansion into the Paradise Valley Estates retirement community, FAST will introduce fare-free rides on fixed routes for youth starting in December, which will increase access to public transit while encouraging sustainable, cost-effective travel options.

The Routing Company (TRC) announced the expansion of services with FAST into the Paradise Valley region of Fairfield, Calif.
FAST is the public transit system in the City of Fairfield, Calif., providing fixed-route, on-demand (FAST Connect), and commingled paratransit (FAST Connect ADA) services, delivering more than 350,000 rides per year.
Since launching its partnership with TRC in mid-2023, FAST has moved over 35,000 passengers, demonstrating the rapid success of its service model.
Because of that success, FAST and TRC were named one of METRO’s 2024 Innovative Solutions Award winners.
Powered by Pingo
Powered by TRC’s Pingo platform, this expansion will also connect more residents to key transit hubs through TRC’s Transit Connect feature, including the Fairfield Transportation Center and the Fairfield–Vacaville Hannigan Train Station.
As part of the expansion into the Paradise Valley Estates retirement community, FAST will introduce fare-free rides on fixed routes for youth starting in December, which will increase access to public transit while encouraging sustainable, cost-effective travel options.
“Expanding our service into Paradise Valley Estates and connecting more riders to vital transportation hubs like the Fairfield Transportation Center and the Amtrak station demonstrates our ongoing commitment to providing accessible, efficient transit for all,” said Diane Feinstein, transportation manager at FAST. “Our partnership with The Routing Company has allowed us to leverage technology like Transit Connect to ensure seamless connectivity to onward transit modes, while continuing to offer excellent service to the Fairfield community.”
FAST’s More Efficient Services
By commingling paratransit and on-demand services, FAST has:
More than doubled on-demand ridership since launching commingled services.
Shifted over 60% of bookings to the Ride Pingo™ app, reducing reliance on call-ins.
Maintained a 99% on-time performance rate.
Achieved a 4.8 out of 5 average rider trip rating.
Reduced average wait times to under 15 minutes, down from 60-minute bus headways.
FAST has also been an early adopter of TRC’s One Transit model, integrating multiple transit modes into a single operational system.
One Transit is a solution that redefines accessibility by offering real-time, same-day, intermodal transit integration for paratransit, microtransit, and fixed-route services.

The expansion of service area coverage into Paradise Valley marks another milestone in FAST’s ongoing success.

A New Milestone
The expansion of service area coverage into Paradise Valley marks another milestone in FAST’s ongoing success.
TRC’s Transit Connect feature guarantees connections for passengers to fixed route networks using real-time data. The feature was developed by TRC as a solution to improve the passenger experience and boost the reliability and efficiency in connecting to onward transit modes.
“We’re proud to support FAST in this service expansion, helping to enhance connectivity for residents in Paradise Valley and beyond,” said James Cox, CEO at TRC. “FAST has been a trailblazer in combining on-demand and paratransit services, demonstrating the power of innovation in public transit. By continuing to scale its operations with Pingo, FAST is setting new standards for rider experience, operational efficiency, and community access.”
The Pingo platform, which includes the Drive Pingo™ and Ride Pingo™ apps and the Pingo Dashboard™ operations tool, has powered nearly two million trips to date, helping agencies deliver efficient, flexible, and scalable transit services.
