MARTA names new assistant GM, capital development and programs
David M. Springstead will be responsible for MARTA’s Strategic Transit Asset Management Plan and State of Good Repair initiatives.
Metropolitan Atlanta Rapid Transit Authority (MARTA) GM/CEO Keith T. Parker named David M. Springstead as the agency’s assistant GM, capital development and programs. In this capacity, Springstead will be responsible for MARTA’s Strategic Transit Asset Management Plan (STAMP) and State of Good Repair (SGR) initiatives.
In addition to his responsibilities at MARTA, Springstead, who has 29 years of experience with asset management, project management, and construction and capital programming, serves on the FTA’s State of Good Repair Working Group and Transportation Research Board’s Transportation Asset Management Committee.
Springstead also serves as the chair-elect of APTA’s Systems Engineering Committee and co-chair of APTA’s Transit Asset Management Standards Committee. He is an active member of other industry organizations, including the ENO Center for Transit Leadership and the International Council on Systems Engineering.
