In this edition, we cover recent appointments and announcements at TARTA, Keolis, STV, and more, showcasing the individuals helping to shape the future of transportation.
TARTA Names New Chief Capital Officer
In preparation for continued improvements to Ohio’s TARTA facilities in the coming years, Kattie Bond has been promoted to Chief Capital Officer.
Bond joined TARTA in September of 2024 as director of capital projects and, since then, has played a major role in several projects that have elevated the long-term viability and customer experience at TARTA facilities.
In part due to her efforts, in the last 18 months, TARTA has:
- Completed renovations to operators' areas at the Central Avenue garage and TARTA’s Transit Hub.
- Completed renovations to employee restrooms, with renovations continuing at Central Avenue.
- Replaced the bus apron at Central Avenue and the fence around the employee lot.
- Added dozens of new bus shelters to stops and dozens of new vehicles to the fleet, including TARTA’s first full-sized electric vehicles.
In this role, Bond will provide strategic oversight for all capital programs. TARTA’s Facilities, Buildings, and Grounds Department will now also report to Bond, placing all capital and facility-related functions under a single leadership post.
STV Enhances Vehicle Programs in Texas, Boston
STV announced the promotions of Scott Grogan and Paul Picciano to VPs, strengthening the firm’s ability to deliver complex rail and transit vehicle programs nationwide.
With federal transit funding poised to reach $14.6 billion in fiscal year 2026, the appointment positions STV to lead the modernization of major transit systems nationwide.
Grogan has more than 35 years of experience in engineering operations and has led multimillion-dollar public rail transit projects in major metropolitan areas across Texas. Based in Pearland, his expertise spans rail operations, light rail vehicle operations and maintenance, major procurement initiatives, capital project delivery, and the design and oversight of critical track, signals, communication, and electrification.
Picciano brings more than 20 years of experience delivering complex rail vehicle programs across their full lifecycle. Based in STV’s Boston office, he has advanced the firm’s vehicle practice through his work with state transportation agencies, airports, and multimodal transit systems. In his expanded role, Picciano will lead vehicle procurements for major modernization programs. He earned a Bachelor of Science in architectural engineering from Wentworth Institute of Technology.
Keolis Names with EVP, Finance
Keolis in North America named Matthieu Lonchamp as its executive VP of finance for the region.
In this role, Lonchamp will join the North American Executive Committee and lead the company’s financial strategy across its US and Canadian operations. He will be based out of the company’s North American headquarters in Boston.
Lonchamp brings extensive global financial expertise across complex, multinational organizations. Most recently, he served as CFO for North America Low Voltage Transformer and Global Field Devices at Schneider Electric in Boston.
During Lonchamp’s career, he has held various finance roles, including credit manager, controller, business partner, and CFO. The roles have spanned the front office, business unit, and corporate levels across multiple geographies, including Europe, the Middle East (Dubai), Asia (Hong Kong), and the US.
With a strong background in transformational change, Lonchamp will bring valuable global and financial expertise to the growing portfolio of Keolis’ public transportation clients in the US and Canada.
O’Neil Named New CEO at ASCE
The American Society of Civil Engineers (ASCE) announced Peter J. O’Neil as its new CEO.
O’Neil is an accomplished, growth-oriented association leader with deep global experience, a strong record of organizational transformation, and a proven commitment to member and volunteer value, ASCE officials said.
O’Neil was previously chief executive or executive advisor to professional membership organizations, including ASIS International, the association for global security professionals; AIHA, the association for scientists and professionals committed to preserving and ensuring occupational and environmental health and safety; the American Academy of Anesthesiology Assistants; and the Association of Equipment Manufacturers.
O’Neil was introduced to ASCE staff and members at ASCE’s annual Washington, D.C., Legislative Fly-In.
