The Kansas City Area Transportation Authority (KCATA) has taken a significant step toward expanding affordable housing and public transit access with the initial approval of Redbud Reserve — a 192-unit garden-style apartment development.

Approved by KCATA’s Economic Development and Real Estate Committee, the project will be moved to the KCATA board for a two-stage review, beginning in June, with a final vote expected in July.

Affordable Housing with a Transit Focus

Led by Marian Development Group, Redbud Reserve is set to become the first Transit-Oriented Community Development (TOCD) in Wyandotte County and part of KCATA’s broader vision for integrating housing with mobility options. 

The $52.5 million development will rise on 10.63 acres of long-vacant land and include:

  • Eight three-story residential buildings.

  • A community clubhouse and playground.

  • Open space to support a walkable, connected neighborhood.

The development will be within walking distance of existing RideKC bus routes, offering future residents car-free access to education, jobs, and shopping.

  • Timeline: Construction begins Q4 2025; full lease-up expected by Q2 2027.

  • Units: 192 affordable apartments using 4% federal and state Low-Income Housing Tax Credits (LIHTC).

  • Funding: Includes tax-exempt START conduit bonds, conventional financing, and equity.

  • Tax Impact: Estimated $18 million in taxable construction purchases and long-term property tax revenue.

Community Support & Impact

Redbud Reserve has drawn strong local support, including from Commissioner Andrew Davis of the Unified Government’s 8th District, who called the project “catalytic for future development in the area.”

Kansas City, Kansas Community College President Dr. Greg Mosier also voiced his support, noting that the proximity to campus would provide students with safe, affordable housing options.
