Top transit industry executives Carolyn Flowers and Dorval R. Carter Jr. joined the board of directors of Mpact, the organization announced.

Flowers Bringing Public, Private Experience

Carolyn Flowers, a Partner with InfraStrategies LLC, brings 30 years of experience with transportation at the local and federal levels.

She was the first woman CEO of the Charlotte Area Transit System (CATS), served as COO of the Los Angeles County Metropolitan Transportation Authority (LA Metro), and was Federal Transit Administration (FTA) Acting Administrator during the Obama Administration.

She is intimately familiar with the federal funding and financing programs available to transportation projects.

CTA’s Carter Jr. On Board

Carter Jr., is the president of the Chicago Transit Authority (CTA), one of the largest public transportation systems in the U.S.

He is co-chair of the Equity in Infrastructure Project (EIP), which focuses on utilizing infrastructure investments to create more opportunities for Historically Underutilized Businesses (HUBS), aiming to build generational wealth and reduce racial wealth gaps.

He currently serves as immediate past chair of the American Public Transportation Association (APTA). He previously has served as acting chief of staff at the U.S. Department of Transportation and acting deputy administrator of the FTA.
