Michael Schneider Joins Paslay Group to Expand Transportation Practice
The longtime transportation executive will help Paslay Group grow its advisory and program management work across transit, highway, and other infrastructure sectors.

Paslay Group has partnered with transportation and infrastructure executive Michael Schneider as the firm expands its advisory services beyond aviation and into the broader transportation market.
Schneider will serve as transportation sector lead, supporting the development of Paslay Group’s transportation and infrastructure practice. The team will work with owners in the road, highway, and public transportation sectors to develop and deliver complex infrastructure programs.

One focus area will be developing a national practice supporting local infrastructure ballot initiatives used to fund transit, highway, and active transportation projects.
“Our Executive Program Management model came from my experience as an airport executive leading a capital program,” said Clay Paslay, president and CEO of Paslay Group. “Aviation provided us 20 years to refine this model, and I’m grateful to an industry that trusted us with its most complex programs.”
Paslay added that the expansion will bring the company’s program management approach to owners in other infrastructure sectors while maintaining its existing aviation practice.
Schneider Brings Decades of Transportation Experience
Schneider has more than four decades of experience in project delivery, strategic planning, infrastructure finance, and public-private partnerships.
He most recently co-founded and served as managing partner of InfraStrategies LLC and continues to serve as a senior advisor to the firm. He previously served as senior vice president at HDR, where he led the company’s strategic consulting practice and served as international director of professional services.
Earlier in his career, Schneider spent nearly 30 years with Parsons Brinckerhoff, now WSP. His roles included leading the transportation business in the Western U.S., founding and chairing the firm’s global strategic advisory practice, and serving as executive vice president for corporate development and professional practice.
“Paslay Group’s acclaimed program management approach and integrity in serving owners in the aviation industry made supporting and advising this team in the broader infrastructure and transportation arena a positive decision,” Schneider said. “I look forward to helping the firm in its growth within the industry and expanding its purview and portfolio in the transportation and infrastructure marketplace.”
Schneider has advised transportation owners on planning, financing, and delivering major programs and has worked on transit and highway projects throughout his career.
In 2024, he was inducted into the American Public Transportation Association Hall of Fame. He previously served on APTA’s Board of Directors, founded and chaired its Committee on Public-Private Partnerships, and currently serves as vice chair of the American Public Transportation Foundation.
Schneider is scheduled to attend APTA’s TRANSform Conference & EXPO in Chicago, October 4-7.
